Job Description:

JOB PURPOSE

The WASH PME Coordinator is responsible to ensure consistent, accurate and quality monitoring and evaluation of WASH programs in the country. This includes adherence to globally defined indicators and utilization of appropriate tools for measurement, reporting and dissemination. This role has a critical function in ensuring continuous quality improvement and sustained impact in WASH programs.

Design and adapt monitoring tools to be used to monitor WASH programEnsure appropriate utilization of core WASH indicators in all projects (sponsorship, PNS and grants)Lead the documentation of M&E data in existing project management information systemsBuild capacity of staff on monitoring including use of existing tools such as mWater, KoboCollect and ODKCoordinate monitoring of all WASH civil works and ensure that a monitoring report is available for decision making

Carry out quality assurance for all WASH activitiesProvide consistent mentoring and coaching for all WASH field staff on indicators, mapping of all water points using appropriate tools, reporting and disseminationRoutinely verify monitoring data collated from WASH field staff for completeness, reliability, coherence and accuracyConduct mapping of water points using mWater applicationCompile monthly, semi-annual and annual reports and submit to the PME Manager and WASH manager for review

Lead research, evidence gathering, reporting and disseminationIdentify innovation, promising and good practice and share it through appropriate channels for disseminationCoordinate development of WASH impact stories, articles, abstracts and documentaries for dissemination internally and externallyLead the analysis and synthesis of M&E data for programme quality improvement and decision making

Participate in the global WASH community of practiceAttend multi-sectoral coordination meetings

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

A minimum of 5 years’ experience in monitoring and evaluation of emergency and development programmes especially in WASH

Required Education, training, license, registration, and certification

Bachelor’s degree in Public Health, Social Science, Water Resource Management, related field or equivalent experienceThe position holder must be results oriented and a team player.Knowledge of WVI working systems, policies and standards will be an advantage.Must have a good understanding of management, business processes and standards

Preferred Knowledge and Qualifications

Training or certification in programme planning, monitoring and evaluation.Proficiency in written and spoken English.Excellent analytical skills using platforms such as SPSS, STATA, ENA SMART and NVIVOExcellent research skillsGood interpersonal, organizational and management skills.Ability to maintain performance expectations in diverse cultural contexts, and physical hardship conditions.Ability to solve complex problems and to exercise independent judgment.Computer literate.

Travel and/or Work Environment Requirement

Work environment:  Office-based with frequent travel to the fieldTravel:  10% Domestic/international travel is required.On call:  As required
