Job Description

The Technical & Quality Manager will be responsible for planning and directing the process engineering and quality activities of the facility. This role involves developing, maintaining, and ensuring compliance with quality assurance programs, policies, processes, and procedures. The manager will provide expertise and guidance in interpreting quality policies, regulatory and/or governmental regulations, and agency guidelines to assure compliance and work directly with operating entities to ensure that inspections, process control analyses, or audits are conducted on a continuing basis to enforce requirements and meet specifications. Additionally, this role will lead efforts related to process improvement with the goal of enhancing product robustness and process productivity. This may include the scoping and leading of process improvement projects.

KEY RESPONSIBILITIES:

Employee Development & Management

Train and provide development opportunities for staff. Ensure annual goals are complete and communicated. Ensure GPS is up to date and regular feedback is provided to staff members.

Monitor and evaluate team members, and adjust training where needed.

Attract, retain, and develop high potential talent.

Act as a team role model and change-agent.

Positively lead and influence team members to partner together to achieve individual and business goals.

Coordinate team efforts, create and manage a regional strategy and team operating plan.

General

Manage the process engineering and quality functions.

Safety: Promote safety as the most important value in the organization by contributing through training, project management, and other EHS responsibilities.

Apply rigorous observation and analytical tools to identify and execute expense and capital projects focused on safety, quality, operating cost, productivity, and fulfillment of customer expectations.

Facilitate/collaborate with other functions to ensure project objectives are aligned with division and plant objectives.

Lead project planning, communication, and execution to achieve time, cost, and results targets.

Manage/control cost center and capital project portfolio to achieve targeted results.

Provide training, coaching, performance planning, daily prioritization of work, and feedback to develop direct reports and others.

Operations/Quality

Lead efforts related to customer quality, including management of quality testing and lab facilities, claim management, and root cause and corrective action analysis.

Collaborate with operations teams to ensure processes and procedures are robust to provide a high-quality, defect-free product.

Provide project management and technical leadership.

Lead the formulation and development of projects. Apply specific technologies to projects. Provide direction and guidance to the project leader. Monitor progress on schedule, budget, and technical output.

Accountable for departmental budget and project deliverables. Secure and allocate appropriate resources and manage projects to meet departmental goals and achieve financial objectives.

Lead ISO process and continuous improvement and quality assurance projects.

Expertise in quarantine and recall systems enhancement is required as is ISO auditing.

Responsible for delivery of short-term and-long term results in order to develop and maintain the organization's credibility with the business and creating opportunities for the function to add greater value to the business.

Achieve maximum levels of productivity, ensuring that the business benefits from the lowest possible cost and best value.

Strong awareness of competition and impact of strategies and tactics in the marketplace.

Leverage internal/external experts in network to accomplish goals.

Lead technology transfer to manufacturing. Understand and articulate how emerging technologies can be applied in manufacturing.

Actively engage in translating best practices in the areas of experimental and organizational design and development.

Use business trends and customer needs to create actionable goals that create competitive advantage.

Interact regularly with manufacturing and service functions to establish quality standards for raw material, work in process, and finished products.

Member of plant leadership team with leadership responsibilities both within primary functions and beyond.

Develop and execute cross-functional plans to deliver site quality objectives, including but not limited to claim responsiveness, customer satisfaction goals, ISO compliance, etc.

Maintain strategy deployment documents weekly.

Personally lead and complete lot trace, containment, and claim investigation activities.

Complete supplier audits.

Enter claims to suppliers, request corrective actions, and audit the effectiveness of corrective actions.

Responsible for Internal and external audit follow-up to gain and maintain ISO and FSC compliance.

Become a trained ISO and FSC lead auditor and lead audits.

Complete Document Change Requests.

Maintain site document control and training objectives.

Lead site Management of Change and Temporary Operating Deviation processes for the site.

Develop, maintain, and ensure compliance with quality assurance programs, policies, processes, and procedures under ISO 9001:2015.

Lead calls with internal and external customers and suppliers.

Provide on-call quality support; process watching production runs.

Work with product design teams to ensure new products meet quality expectations.

Instill a quality culture that aggressively identifies and solves quality-related issues.

Lead cross-functional project teams & collaborate with all functions, levels of the organization, customers, and suppliers.

Travel to Customers, suppliers, and to support internal audits.

Qualifications

Essential:

Experience with statistical analysis, statistical process controls, SPC, DOE, FMEA, and MSE.

Ability to develop, implement, monitor, measure, and control functional improvement plans.

Problem-solving, decision analysis, situation appraisal skills.

Strong project management skills and ability to manage multiple concurrent priorities.

Strong math and analytical skills. Strong scientific and engineering knowledge.

Excellent verbal and written communication skills including the ability to communicate and develop influential relationships at multiple levels within an organization, and lead in a positive and collaborative manner.

Ability to influence others.

Approachable, effective in giving/receiving feedback.

Skilled in team-building and experience in effectively working with cross-functional teams.

Strong presentation and facilitation skills.

Strong PC skills – MS Office, Lotus Notes, MINITAB, AutoCAD, QSI and QIS experience a plus.

Previous ISO 9001-2000 experience with implementation, improvement, and sustainment.

Previous Six Sigma exposure/experience. Green Belt / Black Belt certification a plus.

At least 7 years of experience in engineering. Experience in a 24/7 environment is required.

Flexibility on work hours (on call after hours/weekend as needed)

Preferred:

Experience with Controls, instrumentation, PLC knowledge also a plus.

Previous experience with PSA / web based processes.

Web handling experience.

Certified Quality Engineer, Affiliation with ASQ, or other related certifications and affiliations preferred.

Lean manufacturing, Six Sigma, ISO or related experience preferred.

Education:

BS Degree in polymer, mechanical, chemical, Industrial Engineering and/or Material Sciences required.

Master Degree a plus.
